Is there anyway I can integrate “Paypal express check out” in this theme, without going through CSS upgrades or other upgrades? Thanks!

It isn’t a theme issue. The code that PayPal express checkout is written in is not allowed at wordpress.com for security reasons.
To use PayPal Express Checkout, you would have to self-host a wordpress.ORG installation on a third-party hosting service such as dreamhost, bluehost, etc.

So in other words, if I want to use paypal payment services on wordpress.com, I can just add on the paypal payment buttons on my wordpress.com directly, but not for the paypal express check out?

In other words WordPress.com blogs cannot be equipped for e-commerce at this time. To add a PayPal button to your sidebar or post, you can follow this guide > http://en.support.wordpress.com/paypal/

The only button, as the support page timethief references, that will work here is the plain HTML donate button. Any buttons that require script and encryption, such as the express buttons, will not work here.

But I am a bit confused with your comments “WordPress.com blogs cannot be equipped for e-commerce at this time.”, because I was able to add Paypal’s payment buttons: i.e. “add to cart” on my site, so once you click the button, it will bring you to the paypal site for processing the payment.
But will there be any issues that will happen in the late stage as to your comments “WordPress.com blogs cannot be equipped for e-commerce at this time.”? If that’s the case I don’t want to continue on any “through away” work now, and find it won’t work out correctly later on.

However, I’ve felt the responses the staffs have provided were kind of vague. Because if I can add the paypal payment buttons on my site, even though, it’s not like other advanced e-commerce site, as long as it can integrate with the paypal system and get the payment done. I consider it’s working. However, I don’t know whether there is any other responsibilities I should provide as the staff mentioned. Or simply they don’t want people to take this advantage to use wordpress.com for e-commerce related purposes.
I am fine with switching to wordpress.org, if technically that’s the only way I could do it, or there is any other legal requirement I have to do so.
However, if wordpress.com can do the work legitimately. I’d like to continue to use it.
So is it legitimate to use wordpress.com for this kind of activity?BTW, I am very new to wordpress, so if I missed something fundamentally here, please let me know.

While you can sell your work on your blog, no blogger initiated advertising, retailing, or reselling of work created or services provided by other people is allowed on WordPress.com.

Yes, you can get by selling maybe a few items, if the Donate button works for you, but you cannot turn your blog into a storefront.

I was planning to sell few items, and do understand using wordpress.com, it won’t look and function like traditional e-commerce sites, however, for the time being, it should still suite my needs, however, before I continue on any efforts on it, I wanted to make sure I am not violating any wordpress.com police for doing it, if that’s not allowed.

The bottom line here is that you have to have a blog that is an actual blog and not just a storefront.
