It’s important to understand that the only paypal link you can use on a wordpress.com blog is one for donations . You can not use one to set up a shopping cart for people to buy things from you as our wordpress.com blogs are non-commercial blogs.

It sounds to me like you need to hire a web host and download free software from http://wordpress.org and start your commercial blog using it.
Typing in all capital letters is shouting/yelling in the cyberworld and it is not appreciated any more than it would be if you yelled into the faces of volunteers.

So if my company has training materials and class enrollment fees, what is the best was to set up my site? Do I have to create a new site with my host and have a link to that page?

WordPress.com blog sites are non-commercial. Business cannot be transacted on them through paypal accounts. That means that your best course of action is to hire a web host and download free software from http://wordpress.org where such restrictions do not apply. For clarity:

Or you could create a new site and link to it via a text link from your WP.com blog, if you already have one. Staff says that’s okay, too.
