PayPal Option not appearing

  I want to upgrade my blog to the premium plan and want to transfer a domain to wordpress.com

  But, if I pay with my debit cards (Master Cards) it says “the transaction was declined. Please try another card”.

  And, also, the PayPal option is not appearing.

  The blog I need help with is: (visible only to logged in users)

  Hi there,

  Please make sure that are sufficient funds in your card and that it is enabled for international and online transactions.
