PayPal Plugin Available for Non-Hosters

  I think that it would be very beneficial for all users to be able to have a donations or funding capability. This is available as a plugin, but only hosters can use this. Please add it.

  What are you talking about? For the last nine years people have been able to use the Paypal Donate button on a WP.com blog. https://support.wordpress.com/paypal
