  I’d like to request wordpress.com include the PayPal shopping cart plugin: https://wordpress.org/plugins/wordpress-simple-paypal-shopping-cart/.

  That’s not going to happen IMHO. Ecommerce is available to all who have the $299 Business upgrade. Otherwise, the only instructions that will work for posting a PayPal donation button on a WordPress.com blog are found here http://en.support.wordpress.com/paypal/
