PDF adds to page/post as link instead of as image

have a PDF in media; the PDF has graphics and text; when I add the PDF to a page or post the only thing that appears is a link to the PDF
in other words the PDF itself does not appear on the page, just a link to the PDF; I’ve added PDFs before and they have appeared as media/images
not sure why I’m having this issue with this particular PDF
