people can't subscribe to my blog

The form is there, they type in their email address and hit submit, but it doesn’t come through to me on email and they are not added as subscribers either. I haven’t had a new subscriber in 4 months. There’s an indication that I have a backlog of subscribers, but I don’t know where to find them.
