People Directory

I need to incorporate a people directory / contacts in one of my pages in wordpress. I use the free plan and I do not want to go to the paid plan so I can not really use the plugins such as Staff list or People Directory. I need to incorporate it as a link in a page of mine but I need this directory to have an in-built search option. Any suggestions how can I do this?

The most you can within the free plan would be to publish posts, and then tag/categorise posts.

https://wordpress.com/support/posts/tags/directory to have an in-built search option.
Search is built in by default but searches the whole site: https://wordpress.com/support/widgets/search-widget/
