Perfect Full Page Background Image

Greetings and Happy Holidays.
I am working on a blog that I want to customize with a full background image. The only way that I have found is using plug-ins but due to this blog, http://agodlove.wordpress.com, being hosted on wordpress, this is not possible. The plugin that I found is http://css-tricks.com/perfect-full-page-background-image/. The end result that I want is similar, but using an image that is two toned, the same as on the home page, http://luxphotoservices.com/#!/page/186105/home with a word box in the middle exactly like this.

The only other thing that I would like is to have the header stay static, so essentially a bar the size of about an 2 inches from the top of the screen to not scroll and a separate column on the right that will host the widget of search feature and categories that will also not scroll. Any help would be appreciated and thank you.
P.S. I looked for a theme and could not find one that allowed for the background to remain static while the text would scroll.
