Permalink etc.

    Sorry, I am still very new to WordPress. How do I enable the Permalink edit option under the admin settings? Do I need to change the security level somehow, have I not set up the site properly? If not, what changes do I need to make? I tried to type in wp-permalink.php but it said I did not have permission to view these settings. Fortunately, I am not live yet, but I am nearing completion of my starting content and would like to get this site ready to go. Thank you for your time.
