You can’s mess up the Permalinks on a WordPress.COM site – they are set and you can’t adjust them.

No, you are mistaken. We have never had the ability to change permalink structure on free hosted WordPress.com blogs. Only WordPress.org blogs have that option.
WordPress.com vs. WordPress.org -

I know what I said is 100% correct. The Title and URL of a post are related by default and we cannot change that permalink structure, and we have never been able to do so on free hosted WordPress.com blogs. Only WordPress.org blogs have that option.
If you want a WordPress blog you can change permalink structure on then you can hire a web host, set up a free WordPress.org install for self hosting and export/import your free hosted WordPress.com blog content into it.

To add to what timethief said, and just in case it’s not clear…
A blog with an address ending in .com is NOT necessarily hosted by WordPress.com.
A blog with an address ending in .org is NOT necessarily powered by WordPress.org.
