  Where is the permalink settings in the admin page?

  The blog I need help with is: (visible only to logged in users)

  There is no Permalink Settings option on WordPress.com. That is a feature available on self hosted WordPress.org sites.

  Is there something in particular that you are looking to do with the permalink settings?

  I want to redirect visitors to my new blog from blogger. I mean when someone has a specific post’s link, he has to be redirected to that post in my new blog site. Is that possible?

  That is not possible from Blogger to WordPress.com.
