permalinks

I’m a brand new blogger. I set up my wordpress.com blog several weeks ago and I find the dashboard very easy to navigate. My only question is about permalinks. I see where I can alter the permalink on the post page, but for some reason, unless I am misunderstanding its function, I cannot get it to work correctly.
For example. I have a post named, Your Resume Sweet Spot. The permalink on the edit page says my url will be:
But when I view my post, either logged in or out, the url reads:
http://executiveresumeresource.wordpress.com/page/3/
I have retyped the “slug” portion of the permalink on the edit page, but with no luck. It always reverts to the second url listed above (the one with the page number).
As a sidebar, when I click on the title of the post, the page will reload and it will have the correct url. This is the situation with all of my posts.
Is there another setting somewhere I need to set to have the correct permalink displayed in the url? Or is this how wordpress.com is supposed to work?

http://executiveresumeresource.wordpress.com/2009/04/02/your-resume-sweet-spot/ is the one and only URL of the post (as you can see by clicking on its title).
http://executiveresumeresource.wordpress.com/page/3/ is not a post URL: it’s the third page of your main posts area (one of the pages you get to by clicking “Previous Entries” bottom left). It temporarily coincides with that post, because you’ve set the number of posts per page to 1.
