  You cannot change the permalinks structure on any WordPress.COM blog like http://empoweredhumandesign.wordpress.com/ and those are the only blogs we provide support for here.

  More about this:

  We cannot access templates here at WordPress.com. All blogs wearing the same theme on this multiuser blogging platform are using the same underlying template. Only Staff can access those files and edit them.
