Why doesn’t “Permalinks” display in the Settings dropdown?
The blog I need help with is: (visible only to logged in users)

If your blog is hosted here at wordpress.COM, we cannot edit or change permalinks. They are set for everyone to the standard SEF (search engine friendly) style.

If our blog is hosted here at wordpress.com then why they didin’t allow to change the permalink, because we need to change as per our interest and related keywords. I think it has to be activate for users.

I’m sorry but what you request is not possible. We cannot even access permalink structure on free hosted blogs and this is a multiuser blogging platform. The matter is not open to negotiation. If this does not suit you please hire a web host and set up your own wordpress.org install on your own domain.

As someone who has been doing web design since 1997, this whole thing about keywords and permalinks totally amazes me. Put the keywords in your titles for your pages and posts. That is one of the golden rules for SEO. That is where they do the most good.
If you want to change the post or page slug (the title that shows up in the URL) you can do that. Simply open the post in the editor, click the “edit” button to the right of the URL below the title field and have at it. Load it up with 4.5 million keywords if you want. What you cannot change is the base of the permalink (which is about as SEO friendly as you can get).

For pages this part cannot be changed: http://blogname.wordpress.com/
