I keep seeing online help articles that tell me to go to ‘Settings > Permalinks’ but no such ‘Permalinks’ option is available in my settings menu.

As stated in our own wordpress.com documentation, you can’t change the permalinks on the Free Plan, https://wordpress.com/support/permalinks-and-slugs/#changing-the-permalink-structure

That page describes that: “By default, WordPress uses post URLs that have the date and name in them.”
That’s actually what I want. But weirdly for some reason, my Gutenberg editor page is showing permalinks for all new posts in the
/?p=XXXXtype structure.Actually I just tried a test post anyway, and it kept the date/name formatting! I can’t understand why it would appear like that in the editor, even during the publish confirmation, but the actual post is correct. Odd.

Hi there, The Editor will only change to the full pretty permalink once the Post or Page has been published. That odd URL you see is the Post ID # in the database.
If you are looking to change the Post or Page slug, you can click on that odd URL and a window will open where you can change it. (temp screenshot) What you’ll see there is the title of the Post or Page and if it is a post, today’s date.
