Permalinks not an option in settings

I am trying to remove /blog/ from the url structure of some custom post types, I know you can edit the url structure in settings under permalinks, but Permalinks is not showing up as a settings option. Any idea how to get that back?
The blog I need help with is: (visible only to logged in users)
