permalinks not working as expected

I changed a permalink with a page title of dates and locations and default URL of dates-and-locations to dates, leaving the title as is. What I see is that WordPress appears to be redirecting the new permalink to the original default one.
Is this to be expected?
I want to reference pages beneath this using the shorter, date, URL string and was surprised by this behavior.

you cannot change the permalinks other than the last / at wordpress.COM
I think you want the WordPress.ORG forums.

The blog in question appears to be a WordPress.COM blog, so http://support.wordpress.com/pages/page-title-url/
Did you change the Page slug before you published or after you published the Page?

yes. I changed the Page slug after publishing. WordPress allows me to edit the slug after publishing but it doesn’t ‘stick’. When I view the page or go back in to edit, it’s back tot he original one (which matches the page title).
