Permalinks with new WordPress

  How do I set permalinks in the new 2015 WordPress? I’m hoping to have something in the form of: “www.yourblog.wordpress.com/category/post-name” . There is no longer a permalink button under the “Settings” options.

  The blog I need help with is: (visible only to logged in users)

  Permalinks cannot be edited on WordPress.com.

  Permalink button appears only in the dashboards of self-hosted blogs provided through WordPress.org.

  What does mean “self-hosted blogs”?
  What is the difference between wordpress.com and wordpress.org?
