You can use the Personal Plan if all you want is a custom domain, removal of advertising, live chat support and 6GB Storage Space but you need to add the plan first. If you add the domain first, Premium is selected automatically.
Go to http://wordpress.com/plans to upgrade.
How domain mapping works
Registering an underlying .wordpress.com URL first is required for domain mapping. That underlying URL does not have to match the domain URL when you are domain mapping.
What domain mapping does is providing a seamless redirect to the very same content under the new domain URL when a person clicks the old URL .wordpress.com to the original content. It can take up to 72 hours for domain propagation to take place throughout the internet but it doesn’t usually take that long. https://en.support.wordpress.com/domains/
There are 3 ways to add a custom domain to your blog. Please note that an active WordPress.com plan is required to add a custom domain to your site. https://en.support.wordpress.com/domains/#getting-started
WordPress.com does not accept domain transfers but mapping an existing domain is possible. http://support.wordpress.com/domain-mapping/map-existing-domain/ The domain or mapping of any existing domain URL is included in the pricing for a personal upgrade, a premium and a business upgrade. The WordPress.COM upgrade for mapping a domain must be renewed annually.
WordPress.com does not provide an email service for blogs on their sub domains or on custom domains. Please see these support docs

Ok so I have now bought the rights to the domain name: http://www.smokin.bird.com elsewhere. However, when I try add the domain name to Word Press. It says I have to wait 60 days or I have to pay over £100 for it to do it now. If I wait the 60 days, how much will it cost to transfer the domain name over to word press so my url can be http://www.smokinbird.com? thanks

As you registered smokinbird.com with Domainbox.com instead of directly with us, you now need the domain mapping upgrade to connect that domain to your WordPress.com site. All our plans include either a new domain registration or a domain mapping upgrade, so go to My Site ->Plans and purchase the plan you want. Then go to My Site ->Domains ->Add and select the option to use a domain you already own.

New domains cannot be transferred to a different provider for the first 60 days after you buy them. This is a rule that applies to all domains at all domain providers. So for now you will have to leave the domain registered with Domainbox, and use mapping to connect it here. Once you’ve owned the domain for 60 days you’ll be able to transfer it over to us completely.

So there is no way my url can be http://www.smokinbird.com for at least two months? Is there any way around this, as this isn’t good….

Please read what I wrote above. To use that domain with your WordPress.com site you need to add the domain mapping upgrade to connect the domain to your site.
I said you cannot transfer it for 60 days. I didn’t say you cannot use it.

i see. ok perfect thanks! So I can still use it. Do I have to get a premium package to be able to do this or can i get the personal?

So this domain mapping upgrade comes at tno extra cost. If I go with the personal plan at £36. I buy it and then add the domain after, it will allow me to select http://www.smokinbird.com?

I just want to be sure it will allow me to do so before i purchase. i dont want to pay £36 and then for it to reject this….if you see what i mean.

what i am really asking is; if i buy the £36 personal plan and then go to the domain mapping upgrade will there be further charges to do this? or is this free, as part of my purchased plan?

All our plans include the domain mapping feature, yes, including the Personal plan. First buy the plan, then map the domain, if you want to use Personal. There’s no extra cost for the domain mapping, as it’s included in the plan.
