    Can I get a blog page if I choose a Personal plan and do I need buy hosting seperately

    Hosting with WordPress.com is free. You do not need the Personal Plan to build a site with WordPress.com. You only pay if you decide you want additional features for your site via the various paid plans available:

    http://wordpress.com/plans

    Can I also plug in a payment gateway on my wordpress page in a personal plan

    Plugins can only be installed on WordPress.com if you have the Business Plan Upgrade:

    https://wordpress.com/business/

    They are usually used for WordPress.ORG installs which run on different software.
