  I was able to edit the website with elementor and astra with free plan but i could not edit it with personal plan why is that ?

  Why is that? Were you previously working with a site hosted elsewhere? Here I’m afraid you need to upgrade to a Business plan to install plugins. Saying that, do you really need Elementor and Astra in 2023? You can do a lot with WordPress.com Blocks these days.
