  Is there any difference in theme customization possibilities between free plan and personal plan?

  The blog I need help with is: (visible only to logged in users)

  Yes there is a difference but not regarding any extra theme customization possibilities. With the Personal plan you can use a custom domain and you get the “no ads” upgrade, which immediately makes your site look better than a free one showing WordPress.com ads. To use CSS you’d need the Premium plan.
