No. The Business plan is the only way to install additional plugins onto a WordPress.com site.

However, it may be worth explaining what you are trying to achieve just in case another volunteer or member of staff knows of a workaround.

I have been running a blog for my group for three years. Now we want a website for as cheap or free if available. I am not tech savey, so I was told that I can use my Blog as a website. I have done some work on this but we need to be able to have a log in and log out and some other features. From my research, I find that I need to download some plugins but, with the free plan I cannot do so. So if I purchase the Personal Plan, you are telling me I cannot download any type of plugins that are on the page at all? If so, then the personal plan for $4/month is the same as the free plan where you pretty much cannot do anything. Am I correct?

An overview of the plan features is here: https://wordpress.com/pricing/
Most people upgrade to the Personal plan to take advantage of a custom domain name. Many useful plugins that you’d need to add to a self-hosted site that was using the WordPress.org software are within WordPress.com as standard. A Website is just a Blog using pages with static content that rarely changes rather than displaying a front page of ever-changing posts. You can add users to a site with different permissions . You could even make the site private and invite people to be viewers. https://en.support.wordpress.com/user-roles/
