Personalisation css header slider

  Hello there, i want to personalise my header :

  -First i wanted to show the menu bar without the navigation bar ( that is good, iv’ve checked in theme personalisation
  -But in a second time, when i scroll down i want showing up the menu bar with the navigation
  If i am not clear at all, an example what i want to do below :

  Accueil

  What is the URL of the site you are referring to?

  If so, you’ll need the CSS feature via the Premium and Business plans in order to add CSS to your site:

  http://wordpress.com/plans

  Or is the site you are referring to not hosted with WordPress.com?
