Photo inserting in wrong spot (at top of blog vs. in the body of the blog)

I am trying to insert a photo into a blog post, but it keeps appearing at the top of the blog instead of in the body of the blog where I am trying to insert it. I clicking on the place in the blog with the cursor, and then “add media.” I then choose my image, but every time I click “insert into post,”the picture appears at the top of the blog.
I see that wordpress.com recently changed its photo library format, but I was using this last week and it was not a problem. Any thoughts?

If you want the picture to open larger, choose Media File so it will link the image to its original, full-size version.

Thanks. I tried using a different web browser. I also choose another place in the blog to insert the photo and that seemed to work. I will try your suggestion too.
