  Hope you are doing good:)

  We do not have such an image editing tool here at WordPress.COM. You have to use a third party image editor to put the text on the image. Then you can upload the image into your site. http://support.wordpress.com/images/uploading-images/

  You can add Captions to images, which will appear right below the image when it is inserted into post or page content max.
