  In the premium package, can I customize the theme by using my own photo? If so, how?

  Hello George
  It is possible with the TwentySixteen theme. However you have to remove the side widget area. The premium package does not have any bearing on this.

  The page for your theme is https://wordpress.com/theme/twentysixteen and it talks about featured image and sidebar about half way down.

  If you want to keep the sidebar and still have a featured image, you may have to choose a different theme.
