PHP coding for retreiving articles with certain tags

Hello all! We would like to know how to program a code into a page. We’re looking to automate a process where once we publish a post within a specific category or sub-category, a piece of code on a page we have already created will see that post and automatically generate a link to the full post while naming the link the title of the post.
For example, our site focuses on the city of Los Angeles, and one of the main parts is a page where we provide restaurant reviews. So, we have a single page dedicated to linking to the reviews of restaurants, and on that page the links are the titles of the posts.
So, let’s say I write a review of Pink’s hotdog stand called “Pink’s Hotdogs”, and when I’m finished waxing deliciousness and ensuring that post is checked as being categorized as a Restaurant review, I would love for my Restaurants page which I created within the WP interface to automatically generate a link to the post and title that link “Pink’s Hotdogs”
