I’d like to add a picture on the welcome page below the actual Welcome sign. But not mess up my photo in the top bar. Is this possible?And what about the pages themselves? can you add pictures to these? Thanks guys!

The welcome – bit looks to me like an ordinary post, and then you can of course add photos. Click edit, click add media, upload photo, either click add to post or copy picture url and insert with the “little tree”-button.
But if you want the welcome-post to always be the top one, someone else will answer that, methinks.

You can add pictures to pages just the same as posts.
If you want the Welcome post always to be on top, you’ll have to continually change the date on it so it always appears to be the most recently posted thing. You might find it better to post that on a static page and set that as the blog’s start page (Settings->General). This will hurt your standing in Search Engines and bore your regular readers who have to see that every darn time they want to read your blog, but it will ensure that newbies always see your welcome message.
