Is it possible to pick up blog domains that others have claimed but deleted or not using?

Not unless the blogger wants to give you an unused one – WordPress..COM will not take a blog away from someone and give it to you.
Deleted sites are not recycled

It’s not possible to acquire a deled blog URL, as deleted blog URLs here are not recycled. That’s why 3 warnings are given and why a vertfication link in an email that must be clicked is sent in order to accomplish deletion.

Or you can register a domain vis a domain mapping upgrade and it will not matter what the underlying .wordpress.com address is.
