Pictorico Theme – How to remove "hover to show title" effect on computer?

I noticed that when I use a computer, the posts doesn’t show their titles immediately, you’d have to hover your cursor on them to reveal the title.
When using a tablet or phone, the title are always shown. How do I get the same effect when using computer?

Looking at the Who Is Hosting for your site, http://www.peculiarnotes.com., its says that the webhost is Unified Layer (which I believe is BlueHost), not WordPress.com. If this is the case, please note that these forums can only provide support for sites hosted by WordPress.com.
This forum on WordPress.org is dedicated to the Pictorico theme, they should be better able to answer your question

You can get the same effect for desktop screens by adding this css to your site in Appearance > Customize > Additional CSS.
