Pictures in comments

I can put a picture in a comment in my own blog, by uploading it as a media file and using the same html as I would inserting it into a post. Can I put pictures into comments on other blogs? Does it depend on what theme they use?
The blog I need help with is: (visible only to logged in users)

This has nothing whatsoever to do with themes. You can provide URLs to images in your Media Library or hosted at an image hosting service that allows hotlinking into your comments. It’s up to the blogger who receives them whether or not they choose to approve them or remove them from the comments. See also: http://en.support.wordpress.com/comments/embeds/

You may want to reconsider adding video links in your comments. Some bloggers may not want to approve embeds, because they don’t want the comment to compete with the content of their post. Just something to think about.
