Pilcrow Footer Pop-up

I follow a blog whose theme is Pilcrow. Since yesterday, and not before, as I scroll down his home page, at a little more than half-way, his footer pops up and won’t go away. Ii won’t go away if I scroll back up. It only goes away when I refresh the whole page.
I know you had some Pilcrow problems yesterday and that you resolved them, but this one still exists. It’s not my own blog with this problem so I don’t know what the rules re about posting a link to someone else. Pls advise. I took a screen shot of the problem and would be happy to email that if someone wants to contact me separately. I also looked at the “inspect element” of the footer and the box is checked under “ease in”. Here’s more of the “inspect element” html. Hope this help. The problem is annoying.
