Hello! According to the WordPress.com Terms of Service, content can be reblogged or shared in part as long as credit is given.
You also give other WordPress.com users permission to share your Content on other WordPress.com websites and add their own Content to it (aka to reblog your Content), so long as they use only a portion of your post and they give you credit as the original author by linking back to your website (the reblogging function on WordPress.com does this automatically!).
That being said, there’s always gray area, and this does not allow someone to copy an entire blog post, for example, without giving you credit or a linkback. If you have concerns outside of what’s allowed under the WordPress.com ToS, you can learn more and report a site here: Report a Site.

Thank you. This is a case of copying content without permission or giving credit. A friend who is writing a story has had her work copied, and many of us who love to read her work wanted to know how the person/site who has copied can be reported. And my own blog is not the one I need help with as noted automatically above!!
