When you first upgrade your account, when do you pay?

You pay in full for one year at the time of purchase. There are no monthly payment plans.
There are no trial upgrades, no discounts, no promo codes, no monthly payment plans, no bulk deal upgrades, and no multiple year upgrades. Also note that proforma invoices are not issued and purchase orders are not accepted.
We are billed annually and we must pay for all upgrades in full at the time of purchase after selecting a plan.
WordPress.com provides free blogs and hosts them free of charge. There are no bandwidth charges. All WordPress.com blogs come with 3000 megabytes (~3 GBs) of space for storing uploaded files and images. Free features are listed here https://en.wordpress.com/features/

The only accepted means of payment are in this support doc.
http://en.support.wordpress.com/payment/WordPress.com uses PayPal as the payment processor, and as such, can only accept payment from countries they support: https://www.paypal.com/worldwide/
If for whatever reason, they have chosen to block payment from your country, you will not be able to purchase an upgrade here unless you have a source of payment outside of your country. Note: You can buy a prepaid credit card from an approved country.
In addition to major credit cards Mastercard, VISA, American Express, Discover, and PayPal https://www.paypal.com/worldwide/ WordPress.com can accept echecks and some debit cards.
The debit card must have a VISA or Mastercard symbol on it, and should work just like a credit card when selecting the VISA or Mastercard option on the payment form, even though it’s a debit card.
