  If I decide to pay 36 for 12 month personal plan then at a later date want to upgrade to the premium one for 7 a month would it deduct the amount I have already paid?

  Yes, as long as your first plan wasn’t too close to expiring you would just pay the difference and also the more expensive plan would be valid for a full year. For confirmation see this earlier thread: https://en.forums.wordpress.com/topic/plan-43/
