What is the difference between a domain and a plan. Do I have to pay separately for plan and domain?

In order to build a website, you need three things: domain (website address), website-building software (like WordPress sites), and a remote hard drive space to run this website-building software (website hosting services).
Different plans offered at wordpress.com (https://wordpress.com/pricing/) includes different options for domain, WordPress.com software, and access to the hosting service (backend file upload, etc).
TL;DR: the plan includes domain. If you don’t care about custom domain, you can get a free domain included in the free plan. If you want a custom domain, you have to purchase a domain and host it.

To clarify a bit, a domain is a human-readable address that allows someone to find your site on the web. WordPress.com is a domain.
The free address, like joshuaoyetunji.wordpress.com in your account, is called a subdomain – an address created on the domain, WordPress.com. We provide you with that address to use for free with us, but you can also choose to get your own, custom domain, for example, joshuaoyetunji.blog.
Besides an address for someone to reach your site, you also need hosting, as explained above. Most services charge for hosting, but on WordPress.com provide that service for free. What you pay for when you buy a plan with us, are the extra features included in those plans. One of the extra features you pay for is the ability to use your own domain, rather than the free subdomain we provided.
