Do you happen to know the URL of your WordPress.com site?
I’m not seeing any upgrades associated with the WordPress.com user account you are posting from. This typically happens when you’ve ended up with a second WordPress.com user account and that second account is the one that owns the upgrade. You’ll need to log into THAT account in order to make any changes.
If you do not have access to that second account, here are a few options:

And just to clarify, if this is regarding arfascapes.com, that site is not hosted with us on here on WordPress.com, but using the open source @WordPress software at another host.
You’ll want to contact your host’s support team if you wish to cancel your hosting plan with them.
