    If i purchase the premium plan to put my site together, can i go back down to the medium plan for consecutive years

    You can move to a lesser plan if you want, or you can drop the premium plan all together (note, if you did that since domain registration and domain mapping are part of all plans your traffic would go to zero for several months – but domain registration & mapping are about $ 18.- / year so keeping the name is not much expense)
