  Hello on my contact page I need there to be a ‘file upload’ facility – does the personal plan offer this please?

  I think the following quote should answer your question –

  What kind of files can I upload?
  Free blogs can upload images (jpg, jpeg, png, gif), documents (pdf, doc, docx, odt), presentations (ppt, pptx, pps, ppsx) and spreadsheets (xls, xlsx).

  Blogs with WordPress.com Premium or WordPress.com Business can also upload audio (mp3, m4a, wav, ogg), video (mp4, m4v, mov, wmv, avi, mpg, ogv, 3gp, 3g2) and zip files.
