How do you change the ownership of the site? New employee/ administrator, I have administrator privileges but it won’t let me renew the site.

Business and groups of any kind to not own sites. Every WordPress.COM blog has a sole owner. It is the person with the WordPress.COM username account who registered the blog under that username account and a single associated email address, and who is the original Admin of the blogs registered under that username account.
The owner of the site can transfer the site and/or upgrades to another account by adding another username account as an Admin. Contact the owner of the site and have them transfer the site and upgrades to your account.

gealliance – Ownership of the site can only be transferred from the current owners account. Can you get in touch with them about this?
