Plan that allows for custom themes

I’ve taken a look into the procong page at https://wordpress.com/pricing/ However, it’s still unclear whether the ‘Personal’ plan would allow me to fully customize any themes. I’m looking to build my personal website (I’m not a business) but I need to have the ability to fully customize the HTML, CSS and JS. Is this possible on the ‘Personal’ plan or do I need the ‘Creator’ plan for this?

Also, the pricing comparison page does not include the ‘Creator’ plan. So, not sure what’s included with this plan and what’s the cost.

The Starter plan is extremely basic. It is no different to a free plan apart from no ads and extra storage. Most people with hobby Blogs can find a modern theme template without needing to fiddle with things. But if that is something you want to do to make your site unique then you’d need a Creator plan. For example to use Java Script would need a plugins and plugins require a Creator plan.

So if I understood correctly, theme customizations are only supported from the ‘Creator plan’ upwards. Is the ‘Creator’ plan the same as the ‘Business’ plan listed under wordpress.com/pricing ?

The Creator plan replaced the Business plan a few months ago. I guess because people who needed plugins and were pointed to the Business plan often replied “But I’m not a Business!!”
Which reminds me of the old joke. A man goes into a Dry Cleaners shop.

Unfortunately, for users who aren’t a business i.e. who aren’t making money from their website, having to pay $25/mo doesn’t make much sense. Any thoughts on why would an individual go for a Creator plan and spend $25/mo if they can go the self hosted way and pay considerably less than that?
