  I want to upgrade my plan and monetize my site,but my budget is cut down- https://Myyeka.WordPress.com
  Please does anyone know if a personal plan can be monetized

  Any plan can have WordAds (even the free plans!) if the have adequate amount of traffic. You can sign up for WordAds from here https://wordads.co/signup/

  If your site qualifies, you will receive a confirmation email. If you do not hear anything from them within 2 weeks, you may send an email to know the progress.

  Oh thank you.
  About self hosting to WordPress.org.
  Would one lose followers or any progress already made in the blog?
  Would I have to start reposting my previous posts?

  @miliminaj followers are managed by the Jetpack plugin. So you can migrate the followers via their tool.

  You can also transfer your content. Here is the guide for you https://move.wordpress.com/
