  Hi there,

  To answer your question directly, no. A premium plan is needed at minimum to advertise on your WordPress.com site.

  What would you like to add from Google AdSense though?

  If you want to show ads on your site, then you can apply for WordAds after upgrading to a Premium plan at minimum. WordAds compiles lots of ads from other platforms (including Google’s Ad network) and shows the best ad based on certain metrics like demographics, etc. – see here for more information: https://wordpress.com/support/wordads-and-earn/

  As for adding the Google AdSense plugin to your site, you would need the Business plan at minimum to add that or any code snippets associated with Google AdSense tracking.
