  Could the personal (Rs 200) plan be monetized with google Adsense??

  No. You need to have upgraded plan to Premium or Business.

  AdSense code will not operate on WordPress.com sites and we do not allow use of third-party ad networks like AdSense unless your site is on the WordPress.com Business Plan.
