Please advise me why my dashboard is not functioning.

  Is this WP supposed to be attached with any domain & hosting ?
  Today, I noticed that my dashboard is not functioning due to no site availability.
  Can you give me any advice on this matter ?

  Not a staff member but a tech savvy user here.

  Visiting that website gives me a name resolution error. Basically your webbrowser does not know where to go since the mapping of website name to IP address is broken. That’s probably why you cannot manage it with the wordpress dashboard either.

  You’ll have to contact your webhoster or the service that you used to register the website name in order to fix this. Changes to website name can take up to 24h to be replicated accross the globe.
