Hi there,
All I can tell you is that your bank is declining the cards when we try to authorize them. We do not have any specific reasons form them why they’re doing it, so please contact them directly to find out why.
Note that this forum only provides support for sites hosted on WordPress.com. If you need more help with this, it’s best to contact WooCommerce support directly at https://woocommerce.com/my-account/create-a-ticket/ – you’ll want to select the Account option when you post there.

I called the Bank well before I posted to this site. Bank says your site is the issue it has nothing going on on the banks side.
The bank is not receiving information that a transaction was attempted. Considering others have the same error too.
Thanks for your time

We made 11 authorisation attempts for three different cards you provided on 20 and 21 December, and all were declined by your bank. That is literally the only information we have – a response code from your bank for the authorisations saying
card_declined.These weren’t attempted transactions. It was simply the authorisation to make sure we are able to charge the card in question. If your bank has no record of this, then I suspect you’re speaking with someone who doesn’t know where to look for this.
It looks like the most recent attempt earlier today succeeded, and we now do have a card on file for you. You can see it at https://wordpress.com/me/purchases/billing
I see no attempted charges for that card yet since it was added.
