If you just want to delete the site, you can delete it yourself from the Settings panel when you’re logged into that account/site. More detailed information about how deleting a site can be found at https://en.support.wordpress.com/delete-site/.
If you want to completely close out the account, including deleting all sites owned by that account, you can do that from the account settings panel (https://wordpress.com/me/account) when you’re logged into that account. More detailed information about closing your account can be found at https://en.support.wordpress.com/close-account/.

But closing the account doesn’t seem to work. They want me to “cancel purchases” first. And i have no ongoing purchases so I’m stuck.

HI there,
You have two Premium Themes on your account, Massive Press and Watson. We’ll need to cancel those before you can close your account.
Please confirm if we should remove those.

You can now delete the site from My Sites ->Settings, or completely close your account from the account settings page:

One more question before I delete the account. I read this text about deleting an account:
“Account closure cannot be undone. It will remove your account along with all your sites and all their content.
You will not be able to open a new WordPress.com account using the same email address for 30 days.”I recently opened another account at WordPress that I do not want to be affected by the deletion (address is thechewinggum.net). This new account uses the same e-mail address as the one I want to close, but has different UserId and password. Can I be sure that this new account won’t be affected?

Hi Simon,
Your new account uses a different email address than the one you want to delete. It is impossible to have two or more accounts sharing the same email.
You can view (and change) the email address associated with each account by going to https://wordpress.com/me/account
