Sorry, that site already exists!
That’s a glitch in the system. We may interpret it to mean “that site already exists or previously existed before being deleted.” In either case, under WordPress.com policy, a deleted website address can not be used again.
See the Recycling Blog Addresses support page for more information. It doesn’t specifically state that usernames can not be reused, but that seems to be the case. I’ve seen this stated in multiple forum topics by WP.com staff members.
It’s not clear to me how it follows that because deleted website addresses can not be recycled, reusing a username is also forbidden — it doesn’t follow as a logical necessity — since apparently WordPress.com allows the creation of an account without a website. I presume the same reasoning used for disallowing address recycling, or similar reasoning, is used with regard to username reuse. From the Recycliing Blog Addresses support page:
Imagine you have a blog for a while, but then decide to delete it for personal reasons. We then let someone else take over the name. A year later you get an angry phone call from a friend or relative who has clicked on an old bookmark, reads something offensive, and thinks that it was published by you. This is why our policy will remain in place.

If you visit the site – the URL does exist – but the note says Deleted – so yes strange as it seems, the URL is in use and that is why you get the message that the blog exists
